About Us

STARBOARD, established in Denver in 2002, serves in the capacities of Strategic Advisor, Owners Representative and Project Manager for all types of land use, entitlement, pre-development and public improvement undertakings in Colorado.  On behalf of our client partners STARBOARD manages strategic land planning and feasibility efforts for positioning property to achieve its highest and best use.  This work includes strategic master planning; and the processing and securing of entitlements for property; to include annexation, zoning, Special District formation, sub division & plat, water rights and site development plan approvals.

STARBOARD frequently works with real estate developers, special districts, urban renewal authorities, water providers and municipalities to provide expert assistance with infrastructure and public improvement financing for real estate development projects.

Bruce C. O’Donnell is president of STARBOARD Realty Group.  Bruce is a fifth generation Coloradoan with an extensive background in land use, entitlements, master planning and real estate development; as well as infrastructure and water development.  STARBOARD specializes in project management and processing for land development, entitlements, pre-development services, master planning and the securing of all types of governmental approvals for real estate development projects.

Mr. O’Donnell, who’s twenty plus years of experience in successfully processing and securing approvals for annexations, zoning, subdivisions, site plans and water rights; as well as master planning and solving for urban design, water conservation and transportation solutions, has entitled over 10,000 acres of land, including water resource management and infrastructure finance in multiple Colorado jurisdictions.  Bruce has extensive experience and expertise organizing and working with numerous metropolitan and special districts throughout Colorado, including financing, designing and constructing public infrastructure and water systems serving all types of real estate developments and communities.

Bruce’s clients have included Cypress Real Estate Advisors, D4 Urban, LLC, L.C. Fulenwider, Inc., Koelbel & Company, The TOD Group, the Colorado State Board of Land Commissioners, Lincoln Property Company, Vickers Real Estate Interests, Cherokee Investment Partners, the City of Denver, Denver International Airport, Stonebridge Companies, the AG Spanos Company, Enviro Finance Group, the Gates Rubber Company, Weston Solutions, Inc., MAV Development, Trammell Crow Company, Forest City Stapleton, Colorado Public Radio, the Denver Water Board, the Commerce City Urban Renewal Authority, East West Partners, United Properties, Sterling Ranch, Adams 12 School District and Continuum Partners as well as numerous municipalities and Special Districts throughout Colorado.  

Mr. O’Donnell recently completed his third term as a Planning Commissioner for the City and County of Denver.  While a Denver Planning Board member he served on the City’s Land Use and Transportation Plan Advisory Committee which oversaw the creation of Denver’s Land Use and Transportation Plan, Blueprint Denver.

Bruce serves as Treasurer and is on the Executive Committee of the Urban Land Institute (ULI) Colorado District, is a member of the Downtown Denver Partnership; and is on the board of the Colorado Historical Foundation Revolving Loan Fund.

Reychel Saflor has been providing high-level administrative support to Bruce O’Donnell and STARBOARD’s projects and clients since early 2018. This support includes managing meetings with the City and development clients, streamlining processes for project submittals, and coordinating communications between clients, contractors, and project stakeholders. As an efficient multi-tasker, Reychel’s additional duties include research and verification that ensures STARBOARD’s project applications meet the community-led regulations laid out in zoning codes and neighborhood plans as well as meet the rigorous standards of each municipality or special district’s building, fire, and energy codes. 

As a first-generation Filipina originally from San Francisco, California, and a 2020 graduate of the Urban Land Institute’s REDI (Real Estate Diversity Initiative) program, Reychel’s knowledge and understanding of the scope of real estate development has only increased her value to the STARBOARD team and clients.

Reychel is passionate about diversity and inclusivity in real estate to support sustainable and equitable development. She believes that accessible, attainable, and affordable living is a right for all and that when people of all backgrounds and incomes live close to one another, neighborhoods grow stronger bonds and communities thrive. Reychel’s focus on density supports more walkable, bikeable, transit-rich neighborhoods allowing residents to meet their daily needs without relying on a car.

She envisions vibrant neighborhoods with diverse businesses and services that can support the needs of residents of all ages and is a fierce advocate for developments that are more ecologically, environmentally, and fiscally sustainable.

Outside of work Reychel enjoys cooking, live music, traveling the world, and crafting an excellent cocktail.
